As ever an interesting article. Although I often wonder whether it is plausible to build a UPI alternative in the way you posit. The FASTT case study on UPI - https://fastpayments.worldbank.org/sites/default/files/2021-10/World_Bank_FPS_India_IMPS_and_UPI_Case_Study.pdf (page 36). Provides a stylised view of a UPI transaction. Admittedly UPI transactions did, I believe, settle by IMPS (their FPS equivalent) in the early days. Now based on that diagram appears to be full blown system at the heart of the entire transaction - which is a bit different from the idea of more an overlay system.

Also worth noting that on page 51 it seems to say that a transaction for the systems in the case study (so UPI and IMPS transaction presumably) can take up to 30 seconds. Do you fancy that at a supermarket checkout near you?
